Q: Can we say that the Axioms of Blackstone & Burke together with the many Reform and Factory Acts passed by Parliament are part of the "Rule of Law" that prevented a revolution in Great Britain?

A: Not really.
The axioms of Blackstone and Burke theoretically explain the practice of the rule of law. The practice of the rule of law is carried out by means of acts of Parliament/parliamentary legislation.
Reform Acts (upper case) only refer to the widening of the franchise not to social reforms (lower case)in general.
Factory Acts (upper case) address working hours and employability, not all aspects dealing with the factory system (lower case)
